 Blind human rights lawyer escape from house arrest and issues online statement about his mistreatment and persecution of his family and torture ordered by government.  In chinese he describes horrific physical and psychological torment inflicted on him and those he care for by those who kept him under house arrest….ordered by the government. He is asking for Justice and a rule of law (a real one) fromWen Jiabao….

What an amazing man,after 2 yrs ofthis..his first thought is still to MAINTAIN Due process and proper Rule of Law for China!!!!!!

I just don’t know what to say as I listen to his discussion about how he was hurt by 7-8 chinese guards, beating him up repeatedly….blocking every path, from every direction, trapping him into illegal imprisonment….100s like him…..I’m sorry, I need to stop a little bit with the translation..it is very upsetting…..:(

Translator’s note: He goes into such details..as though being able to tell his story has been what he has been rehearsing endlessly just so the world can hear EXACTLY what so-called “government” has done to him…the brutality of it all. This is so much worst than Tankman…..because this man has not broken under torture and instead comes out articulately saying what he Desperately need to say….without hatred…just factually like a lawyer would……Omg! 😦

I continued to translate (with a very heavy heart listening to this amazing man): my love, my family, my children are still under their evil claws and they will not let them go. They are harming them. They have been beaten repeatedly. Anyone who tried to visit me under house arrest have been beaten and harmed. (sigh)…without feeling, ruthlessly and callously they harm everyone around me…when they react,they coldly said,”We clearly haven’t beaten you all enough! You still have air (to speak!)”….I am so worried about everyone around me. I just can’t stop thinking about it….for their wellbeing, for their safety….if anything happens to my family, I will not quit. I will find a way and find those responsible! ….as they hit me,they spread lies about what others around me have done for money…..(sorry people, I have to stop a little again…okay…..from (CC): F8cking ARSEHOLES with no shrepnel of humanity…to call CCP government animals would be to INSULT animals! I stop translation now and try again later….) 😦

敬愛的溫總理；

好不容易我逃出來了。網上所有的流傳，以及臨沂對我實施暴行的指控，我作為當事人，在這裡向大家來證明那都是事實，而且事實發生得比網上流傳的有過之而無不及。

溫總理，我正式向您提出如下三個要求：

一、 依法嚴懲罪犯

對這件事情您親自過問，指派調查組展開徹底調查，還原事實真相。對於是誰下命令，命令縣公安、黨政幹部七八十人到我家裡入室搶打，並加傷害，而且不出示任何法律手續，沒有一個人穿制服，打傷了不讓就醫……誰做出這樣的決定，要展開徹底調查，並對此依法做出處理，因為這件事情實在太慘無人道，有損我們黨的形象。

他們闖進我家裡，十幾個男人對我愛人大打出手，把我愛人按在地上，用被子蒙起來拳打腳踢，長達數個小時，對我也同樣實施暴力毆打。像張健（音），縣公安的很多人我們都認識，像賀勇（音），像張生東（音），像在我出獄前後多次打我愛人的李獻立（音）、李獻強（音）、高興建（音）等，這些人員要做出嚴肅處理，還有一個姓薛的，我不知道名字。

我以當事人身份，對所有這些違法犯罪的人做出如下指證：他們在入室搶打的過程中，像張健，他是我們雙堠鎮分管政法的副書記，多次揚言說，我們就是不用管法律，就是不用管法律怎麼規定的，不用任何法律手續，你還能怎麼著？他多次帶人到我家裡，對我家實施搶劫，對我家人實施毆打。像李獻立，他是我們那里長期領著二十多個人對我實施非法拘禁的，其中他是第一組長，這個人多次對我愛人實施毆打，曾經追到半道把我愛人從車上拖下來實施毆打，而且對我母親也大打出手，兇惡無比。還有像李獻強，去年的十八號下午（原文如此），把我愛人打倒在地。據說他是我們鄉鎮司法所的工作人員還是所長，當時把我愛人的左臂嚴重打傷。

在我們村口打來人、打貝爾的那個人，據我所知叫張生和（音），是我們鄉鎮的工作人員，他應該就是網民們所說的“軍大衣”，他在去年2月份還曾向CNN扔過石頭，就是他，沒錯，這個我知道。我聽說還有很多網民，被一些女看守打了，但是當時我並不知道僱的有女看守，後來一了解才知道，這些所謂的女匪，都是從各村調來的婦女主任，也有的是這些組長們的親戚，但絕大多數都是婦女主任構成的。還有像高興建和其他很多不知名的人員，但我知道他們都是公安系統的，雖然他們不穿任何制服，雖然他們沒有任何法律手續，但他們自己竟然揚言說，我們現在不是公安。那我問他，你們不是公安是什麼？他們說，現在是黨叫我們來為黨辦事的，我想這個我是不相信的，他頂多是為黨內某個不法幹部辦事的。

從各方面信息顯示，除了這些鄉鎮幹部，每個組裡有八個人以外，最少的時候每個組也還雇來二十多個人，一共三個組，也就是七八十人。今年在善良的網友們不斷參與、關注下，最多時他們僱傭的達到了幾百人，對我們村實施整體的封鎖。大體的結構是，以我家為中心，我家裡一個組，我家外面一個組，外面這個組分散在我家周圍四個角上和路上，再往外，以我家為中心，所有的路口都有人，從我家向四面八方不斷地分散開來，一直到村口。最嚴重的時候一直到鄰村，在鄰村的橋上也坐著七八個人。這些不法幹部還利用手中的權力命令鄰村的干部在那裡陪著。還有雇來的一批人開著車不斷地巡邏，巡邏範圍可達我村以外五公里甚至更遠。這樣的層層看守，在我村里至少有七八層。而且把我們村周圍所有進村的路都編上號，據我所知，都編到了28號路。他們來“上班”的時候都分到“誰誰誰去28號路”。所有的路口都是這樣。真是三步一崗、五步一哨、草木皆兵。

據我所知，參與對我實施迫害的，縣公安刑警，雙堠鎮黨政幹部，加起來有九十多人到一百人左右，他們數次對我們實施這種非法迫害。我要求對他們展開徹底調查。

二、 依法保障家人安全

我雖然自由了，但是我的擔心隨之而來，因為我的家人、我的母親、愛人、孩子，還在他們的魔爪之中。長期以來他們一直對我的家人實施迫害，由於我的離開，他們可能會實施瘋狂的報復，這種報復可能會更加肆無忌憚。

我愛人左眼框骨曾被打得（應該是）骨折，到現在還能摸得出來。曾經被他們蒙著棉被拳打腳踢，到現在為止，第五腰椎和骶骨的地方還有明顯的突起，左側第十、第十二肋骨，明顯還能摸到疙瘩。而且慘無人道的是，當時打傷以後還不讓就醫。

老母親在生日那天，被鄉鎮的一個黨員幹部掐著胳膊推倒在地，仰面朝天，頭撞在東屋的門上，害得母親大哭一場，而且母親向他們指控說，仗著你們年輕，你們行，這些人還恬不知恥地說，對呀，年輕、行，這是真事，這是事實，年輕就是行啊，你老了就是打不過我們呀。何等無恥，何等慘無人道，何等天理不容啊。

They blindfolded  and kicked me repeatedly…..There is a hole in my 5th vertebrae, left 10th rib and 12th rib, you can still feel the dentand the scarring….What is more inhumane and in violation of any laws of human decency is that they refused to let us seek medical treatment….

On my mother’s birthday…they harassed and assaulted her to the point where she begged in tears….to the thugs who assaulted her she said,”Sure, you are young…might is right….”

還有我幾歲的孩子，每天上學要三個人跟著，每天都要進行搜查，所有東西都要從書包拿出來，書本挨頁去翻。在學校裡看著不讓出門；一回來就關在家裡，不讓出大門。

還有我整個家的處境，從去年的7月29號斷電，一直到12月14號才給恢復。從去年2月份就不讓母親出去買菜，讓我們生活急劇困難。所以對此我非常擔心。我也要求網友們不斷地關注，加大關注力度，以了解他們的安全情況。也要求咱們中國政府，本著捍衛法律尊嚴、維護人民利益的角度，保證我家人的安全，否則他們的安全沒有保障，如果我家人出任何問題，我都會持續地追討下去。

三、 依法懲治腐敗

大家可能會有些疑問，為這麼這件事情持續了數年，始終沒能解決呢？我在這裡告訴大家，地方上不管是決策者還是執行者，他們根本不想解決這個問題。作為決策者，是怕自己罪行暴露，所以不想解決。而作為執行者，裡面有大量的滋生腐敗。

我記得八月份他們對我實施文革式批鬥的時候曾經說，你還在視頻裡說花了三千多萬？你知不知道這三千多萬是2008年的數字？現在兩個三千多萬都不止！你知道吧，就這，還不包括到北京到上層去賄賂官員的錢。你有本事你再往外說吧。他們當時就說過這樣的事情。

I remember in August, they (my jailors) said to me,” When you  criticised the  implementation of the Cultural Revolution you had denounced the regime and once said,via video that we wasted  more than 30 million, didn’t you? (Mockingly)Do you know that we spent more than 30 million in 2008? Now we’ve spent more than 2x 30 million and even MORE! You know, this does not even include  the top money for bribing officials in Beijing! Hey, If you have the ability to do that now, why don’t you  speak out?”  This is exactly what they said to me ,at the time (translator note: while they were brutally torturing Chen)

還有很多被雇來的人說，我們才拿多點錢？大頭都讓人家給剝淨了。這的確是他們發財的一個很好機會。據我所知，鄉里撥的錢到組長手裡，每僱一個人一天一百塊錢。這些組長再去找人的時候，就明確地告訴他，說的是一天一百塊錢工資，但我一天只給你九十，那十塊我扣下了。在當地，勞動一天也就是五六十塊錢工資，做這樣的事情不需要付出多大勞動，很安全，還一天三頓管著吃，他們當然都願意幹，九十塊錢也願意幹。可是這一個組二十多個人，對於組長來講，一天就是二百多塊的收入。這個腐敗是何等的厲害。

另外據我所知，我在被關押期間，在家裡跟（監視）我愛人的這些人，他們的組長在家裡把土地拿出來，全部種上菜，然後他們組裡吃菜的時候就從他那裡買，他自己買自己賣，從中謀取利益。這些事情民眾都知道，但是一點也沒有辦法。

據我所知，他們有一次告訴我說，這個維穩經費縣里一次性就能給鄉鎮撥幾百萬元。而且他們說，我們能拿多一點，大頭都讓人家拿了，我們頂多也就是喝點湯。可見裡面的腐敗是何等的嚴重。這種金錢和權力是何等地被亂（濫）用。因此，對這種腐敗行為，我要求溫總理展開調查處理，我們老百姓納稅的錢，不能白白讓地方不法幹部拿去害人、去損害我們黨的形象。他們在做所有這些見不得人事情時，都是打著黨的旗號去做的，都說是黨讓他們去做的。

溫總理，這一切不法行為，很多人都不解，究竟是地方黨委幹部違法亂紀、胡作非為，還是受中央指使？我想不久您應該給民眾一個明確的答复。如果對此展開徹查，把事實真相告訴公眾，那麼其結果是不言而喻的。如果您繼續這樣不理不睬，民眾又會怎麼想呢？
